The Public Investment Fund and Salman’s state: the political drivers of sovereign wealth management in Saudi Arabia

Saudi Arabia's Public Investment Fund (PIF) has grown from marginal player to the most important economic actor in Kingdom since 2015. Nevertheless, we know surprisingly little about political economy of PIF revamp. Against an unfavorable macroeconomic backdrop, I argue that shifts organization and orientation are fundamentally driven by centralization power within circles ruling family rise Mohammed bin Salman (MBS). The fund's governance framework network insiders forming board directors mirror concentration authority around MBS. In turn, domestic activities shifted scattered investment patterns associated with competing influence senior decision-makers a highly authoritative personalized strategy. Moreover, PIF's response COVID-19 further exemplifies turn conservative strategy toward short-term oriented approach sovereign wealth management. Going beyond macro-level institutional dynamics, article introduces role agency SWF choices stressing how actors distribution elites shape SWFs. thus adds scholarship on drivers SWFs contributes debates surrounding interplay between states markets under processes financialization.
